The document "Proposals for the Funding of Political Parties" sets out the draft agreement put to the Conservative, Labour and Liberal Democrat parties by the Secretariat of the Inter-Party Talks on the Funding of Political Parties in August 2007.
Sir Hayden Phillips has published this draft agreement in the hope that it will inform the current public debate.

Strengthening Democracy: Fair and Sustainable Funding of Political Parties - March 2007
The report, "Strengthening Democracy: Fair and Sustainable Funding of Political Parties", sets out a comprehensive range of reforms which, if accepted in full by the political parties themselves, should also include an increase in public funding of political parties to enhance public engagement in our democratic system.
The report comprises a letter from Sir Hayden Phillips to the Prime Minister, recommendations on limiting donations, limits on spending, public funding and regulation. The report also contains several appendices, including indicative annual cost of the package of reforms and engagement with the public and political parties.
Interim Assessment - October 2006
The interim assessment consists of two parts, the first part setting out what the key issues are and where choices may need to be made, and the second part providing more of the factual detail and analysis in a series of Annexes.
In the first part, the summary attempts to set out the key issues, without going into particular detail on any of the options. The next section gives an overview of what the current arrangements are for political parties, in terms of regulations that exist regarding their income and expenditure.
Following that overview is a section setting out a number of possible scenarios or packages of measures which can be envisaged for a changed system of party political funding.
The Annexes can be split into three main sections. The first section provides information about the Review, including its processes and objectives; the second section provides background information on the current system of party funding in the UK; and the third section provides more detailed analysis of some of the issues discussed in the scenarios.
